France textile EPR (Refashion) for clothing sellers

If you ship clothing to French consumers, packaging EPR is only half of it. The box is one scheme; the dress inside is another, run by Refashion.

Facts checked:

Who is obliged

Whoever first places clothing, household linen or footwear on the French market. For a foreign shop shipping directly to French consumers, that's you, from the first item. Marketplaces must declare and pay for sellers who can't show a valid identifier, which is why they ask for it.

The French mandataire

Since 10 July 2026, producers established outside France, inside or outside the EU, must appoint a French-established mandataire under a written mandate (Law no. 2026-602, art. L. 541-10-9-1 of the Environmental Code). It's separate from the PPWR packaging representative.

How registration works

  1. Apply to Refashion through its member extranet (your mandataire signs if you have no French establishment).
  2. Declare the items you placed on the French market, by category and unit count.
  3. Pay Refashion's invoice for that declaration.
  4. Receive your UIN (unique identification number). It is issued only after registration, declaration and payment.

Fees in 2026

Refashion publishes a detailed scale (per item, by category) and a simplified flat scale for marketers placing fewer than 5,000 items a year. The simplified scale costs more per item; if you can count your products by category, the detailed scale is usually cheaper. Check the current scales on Refashion's website.

Deadlines

The annual declaration window for the previous year runs from mid-January to the end of February. Check Refashion's calendar for exact dates.

Coming EU-wide

Directive (EU) 2025/1892 makes textile EPR mandatory across the EU, with schemes expected around 2028. If you sell clothing in several countries, treat France as a rehearsal.
