France: packaging EPR for foreign online sellers

France runs one of Europe's most detailed EPR systems. For a shop abroad shipping to French customers, it usually comes down to one or two schemes, but there's no small-seller exemption.

Facts checked:

Who is the producer?

Whoever first places packaged goods on the French market. For a foreign online shop shipping directly to French customers, that's you, from the very first parcel. There is no volume threshold.

Three layers: eco-organism, SYDEREP, IDU

  1. Join an approved eco-organism. For household packaging: Citeo, Adelphe or Léko. They handle collection, recycling and reporting.
  2. SYDEREP. The national producer register run by ADEME. Your eco-organism enrols you.
  3. Get your IDU (identifiant unique). It must appear on your website and terms of sale. Marketplaces check it.

Authorised representative

Article 45 of the PPWR requires producers not established in a member state to appoint a representative there. In France, a national rule (in force since 10 July 2026) also requires producers established outside France, EU or not, to appoint a French mandataire. The representative handles administration; the eco-contributions remain yours.

Triman and Info-tri

France requires the Triman logo and Info-tri sorting instructions on household packaging, with detailed rules by packaging size. The EU plans harmonised labelling under the PPWR, so build your artwork process to adapt.

Selling clothing?

Textiles, linen and shoes are a separate scheme run by Refashion, with its own ID and declaration. See the Refashion guide.

Checklist

  • Join Citeo, Adelphe or Léko before your first packaged sale.
  • Appoint a French representative if you have no French establishment.
  • Get your IDU and show it on your website and terms of sale.
  • Track packaging weight by material for annual declarations.
  • Review your packaging against Triman/Info-tri.
