Ireland: Repak and what's still unresolved

Ireland is where public sources give the least complete answer. Here is what is established, what is still open, and what to do in the meantime.

Facts checked:

What is established

Irish packaging EPR runs through Repak, the approved compliance scheme. Under the Waste Management (Packaging) Regulations 2014 (S.I. No. 282/2014), Repak membership is mandatory only for major producers: more than 10 tonnes of packaging a year and more than €1 million turnover. Both conditions must be met.

Separately, since 12 August 2026 Article 45(3) PPWR requires a company established in another EU country that sells packaged products directly to end users in Ireland to appoint an authorised representative established in Ireland. This rule has no threshold.

What is still open

As of the end of October 2026 we found no public Irish registration route for small foreign sellers: no published form, register entry or list of representatives for this case.

On 20 October 2026 the European Parliament voted (616 to 9) to postpone the representative obligation until 2035 for small businesses established in the EU (fewer than 50 staff, under €10 million turnover). This is not law yet: until it is adopted and published in the Official Journal, the obligation applies.

What to do now

  • Check your figures: packaging weight shipped to Ireland per year, and your turnover.
  • Ask Repak in writing how your case should meet Article 45(3), and keep the answer.
  • Keep records of your Irish orders and packaging weights.
  • Read the detailed guide: Packaging EPR in Ireland for small EU sellers.

Our position: we won't quote an Irish package until there is an official route for your case.
