Packaging EPR in Ireland for small EU online sellers

If your shop is based in another EU country and ships to customers in Ireland, two different rules meet: Ireland's thresholds for mandatory Repak membership, and the EU rule on an authorised representative. Here is what is established, and what isn't yet.

Facts checked:

Repak membership: mandatory only for major producers

Under the Waste Management (Packaging) Regulations 2014 (S.I. No. 282/2014), mandatory Repak membership applies to major producers: companies that place more than 10 tonnes of packaging on the Irish market a year and have a turnover of more than €1 million. Both conditions must be met.

Many small online shops are below both figures. Check your own numbers: packaging weight shipped to Ireland per year, and your turnover.

Since 12 August 2026: an authorised representative in Ireland

Article 45(3) of Regulation (EU) 2025/40 (PPWR) has applied since 12 August 2026. If your company is established in another EU country and sells packaged products directly to end users in Ireland, you must appoint an authorised representative for extended producer responsibility established in Ireland, by written mandate. The Regulation sets no threshold for this.

  • The representative rule is separate from Repak's major-producer thresholds. Being below 10 tonnes or €1 million doesn't remove it.
  • A registration in another country, for example LUCID in Germany, doesn't cover Ireland.

What isn't clear yet

As of the end of October 2026, we found no public Irish registration route for small foreign distance sellers: no published register entry, form or list of representatives for this case. We'd rather say that plainly than guess.

On 20 October 2026 the European Parliament voted (616 to 9) to postpone the representative obligation until 2035 for small businesses established in the EU (fewer than 50 staff, under €10 million turnover). This is not law yet: until it is adopted and published in the Official Journal, the obligation applies.

What to do now

  1. Work out your Irish figures: packaging weight per year by material, and your turnover.
  2. Write to Repak and ask, in writing, how a producer established in another EU country, below the major-producer thresholds, should meet Article 45(3). Keep their answer.
  3. Keep records of what you ship to Ireland: orders and packaging weights.
  4. We help you with this step: ask us.

We'll update this page when an official Irish route for small distance sellers is published.

Questions

I ship only a few parcels to Ireland. Do I have to join Repak?

Under the 2014 Regulations, mandatory Repak membership applies to major producers: more than 10 tonnes of packaging a year and more than €1 million turnover. The EU representative rule that has applied since 12 August 2026 is separate and has no threshold.

Who can be my authorised representative in Ireland?

Under Article 45(3) PPWR, a representative established in Ireland, appointed by written mandate. As of the end of October 2026 we found no public list or registration route for small distance sellers, so ask Repak in writing.

Does my German LUCID registration cover Ireland?

No. Each country has its own rules. LUCID covers packaging placed on the German market only.
